A Bipartisan Framework for Judicial Reform
Petition for Specialized Immigration Courts
Drafted January 2026
Section 1: The Grievance
WHEREAS, the United States immigration court system is currently facing a catastrophic backlog exceeding 3.5 million pending cases; and
WHEREAS, asylum seekers are currently subjected to waiting periods of 4 to 7 years for their hearings, denying them due process and certainty; and
WHEREAS, the shortage of approximately 700 immigration judges is insufficient to address the influx of cases;
Section 2: The Proposed Remedy
THEREFORE, the undersigned citizens petition for the creation of a "Para-Lawyer Amnesty Judge Certification". This program shall:
- Establish a specialized certification pathway for qualified legal professionals to adjudicate specific asylum cases without requiring a full 7-year Juris Doctor degree.
- Deputize these judges to serve in temporary federal hearing locations within affected communities.
- Focus exclusively on clearing the existing backlog of non-criminal asylum cases.
Section 3: Statement of Intent
This proposal is non-partisan. It seeks neither to expand nor restrict immigration quotas, but simply to restore order and efficiency to the judicial process. We believe that justice delayed is justice denied, both for the asylum seeker and for the American public.
Illegal border crossings have slowed, but asylum seekers continue to come to find refuge. This proposal addresses the backlog created by those already in the system awaiting hearings.
Section 4: Enforcement Principles
BE IT FURTHER RESOLVED, that this proposal supports the following enforcement principles:
- Criminal illegal aliens should be deported.
- Anyone whose amnesty request has been denied should return home or seek remedy in another country.
This proposal should be non-partisan, standing alone without needing to be debated as part of broader immigration policy reform.
